the CRRT (Cyber Rapid Reaction Teams) is a team, promoted by Lithuania in 2018, composed of sector experts from some EU states (membership is voluntary as an observer or member), which is activated in the event of a cyber crisis, or in anticipation of them, to protect the IT structures of the member countries. Even if in the sparse presentation material it is said that the CRRT collaborates, exchanges, integrates and does not duplicate skills with the similar operations already existing of two other structures present at European and NATO level, it is not clear what its function is with respect to the existing structures. The plan appears even more vague, and that is, the suspicion of being faced with yet another European money-eating machine takes shape, if we discover that it, in the face of the numerous cyber-crises that have occurred since 2018, has carried out numerous exercises but has only been activated three times, only as a preventive measure and for three countries that are not part of either the EU or the CRRT. From another point of view, the factual usefulness of teams with such purposes was analyzed a year ago by the Center for Security Studies in Zurich and, in the event of a crisis, it turned out to be of little effectiveness;

🎯 Perché (è da leggere):
il CRRT (Cyber Rapid Reaction Teams) è un team, promosso dalla Lituania nel 2018, composto da esperti di settore di alcuni stati dell’Unione (l’adesione è volontaria come osservatore o membro), che si attiva in caso di cyber crisi, o in previsione di esse, a protezione delle strutture IT dei paesi membri. Anche se nello scarno materiale di presentazione viene detto che il CRRT collabora, scambia, integra e non duplica competenze con le operatività simili già esistenti di altre due strutture presenti a livello europeo e Nato, non si capisce bene quale sia la sua funzione rispetto, appunto, le strutture in essere. Il disegno appare ancora più fumoso, e cioè il sospetto di essere di fronte all’ennesima macchina mangia-soldi europea prende consistenza, se si scopre che esso, a fronte delle numerose cyber-crisi che si sono succedute dal 2018, ha svolto numerose esercitazioni ma si è attivato solo tre volte, solo in via preventiva e per tre paesi che non fanno parte né di EU né di CRRT. Sotto altro punto di vista l’utilità fattuale di team con tali finalità è stata analizzata un anno fa dal Center for Security Studies di Zurigo e, in caso di crisi, essa si è rilevata poco efficace;
